Introduction

In 2020, HEE SW commissioned a scenario planning project to look 15 years forward in time, providing ideas of what the future of health and social care might look like in South West England.

Four hard-hitting, divergent health and social care systems set in the SW in 2035 emerged.

A National Wellbeing System

A Treadmill System

A Two-tier System

A Networked System

Of course, these scenarios are not predictions, but plausible interpretations of the future based on current drivers of change. As a tool, these scenarios can help our local systems consider long term workforce planning needs, as well as short-term service improvement and innovation. Importantly, the scenarios are also a useful framework to bring people with different perspectives together to work through what local partnership and integration could realistically mean in the SW in the years ahead.

With expert support from the Transformation Team at HEE and the Staff College we want to work with you, and for you, to use the scenarios in practical ways to meet your specific needs and challenges. There is a wide range of tailored support and activities set out below.

Working with these scenarios not only provides a lens to consider the long term, but can also help us plan more effectively and efficiently in the here and now.

This prospectus sets out the range of resources, events and services that are available over the course of 2022. We hope that the 2035 Scenarios will help you plan and navigate the shifting aspects of the future.

The Future of Health and Care

The last two years have been exhausting and overwhelming for everyone working in health and care and rarely have we had the chance to stop, reflect, process and discuss what is happening around us. That's why Health Education England and the Staff College have designed a new virtual book club.

  • A series of four stories (one a week)
  • Held over lunchtime
  • Bring your sandwich
  • You'll get a think piece to read in advance
  • Like any book club, you will have the chance to listen and share your views, how the story made you feel, as well as pushing us to think about the future of health and social care, post pandemic.
  • Format

    Each week we will look at one short story set in the future (2035). Will we go back to how things were? What will these changes mean for me and my role? How might things change for me? Will we see wholesale changes in our services? Will we build on the collaborative practice we have nurtured in recent time with those we don't normally work with? Will the government invest more for the longer term? Will the working world look different now that we have new working patterns?

    All the stories are connected but very different in perspective. All you need to do is read the story for that week, in advance. Each story takes roughly 20 mins to read.

    Each session will have an invited special guest who will be our 'keynote listener' and will give a few thoughts at the end of each session.

    Why get involved?

    These are powerful stories but each one describes a very different notion of the future. Of course, no one can predict the future and if we have learned anything in recent months, it's that! However, the stories offer insights to the kind of health and care system we could be working within in the coming years. It's informal and it's free. Dip in and out of the sessions, learn, share, draw energy and have lunch.

Workforce planning workshops

One of the key reasons for undertaking this project was to help us understand potential long term workforce needs and to use those insights to test our current workforce planning assumptions. Each of the four scenarios includes a high-level workforce profile set in 2035. We will design and deliver specialised workforce planning workshops for teams working across the SW to explore these in more detail, taking into account current local workforce planning data.

The learning to come from each workshop will be used by the Transformation Team and The Staff College to generate system-wide, workforce planning insights which will be published on the 2035 project website.

Who are these workshops aimed at?

The HEE and Staff College team are offering to run specialist one-day workforce planning workshops within any of the seven local system areas. Aimed at those working in workforce planning in both the short and medium term. (Min: 6 participants - Max: 15 participants)

Why take part in this work?

There are a number of benefits which will emerge from taking part in this work, both for individuals and organisations:-

Scenario immersion workshops

They say the future is an asset and we should be using it more. However, we often find it difficult to find the time to consider the future when there are so many short term pressures on us. The 2035 scenarios are 'prebaked' and ready for participants to immerse themselves. In just one day, participants can take themselves outside of their current experiences and consider the long term purpose of health and social care and how this relates to their role.

The HEE and Staff College team are offering to run one-day immersion workshops within any of the seven local system areas.

Who are these workshops aimed at?

The immersion workshops are ideal for anyone working across system boundaries (health, social care, education, policy makers) and designed to help participants see different perspectives and look for new ways to develop collaborative practice.

  • Max: 24 participants

Why take part in this work?

  • Immersion workshops offer the opportunity for groups of staff to come together and share their views.
  • Participants have the chance to think about their role and service in the longer term and explore service improvements in a supported environment
  • Participants will have the chance to critically and strategically think outside their current experiences

Bringing Health and Social care partners together

One of the underpinning principles of the integration agenda has been to encourage local systems to develop meaningful partnerships, addressing local needs, driven through strong local leadership.

It is sometimes easier to progress structural integration than it is to integrate different organisational cultures. However, if we have learned anything from the response to COVID-19 it is that we can work together at pace to meet the needs of those accessing services.

Good relationships are the key to collaboration and the 2035 scenarios offer a great way to bring together people who are working across system boundaries (health, social care, education, policy makers).

We are offering to design and deliver broad one-day workshops using the scenarios to explore how those working in health and social care can work more effectively together, through new ways of working, communication and collaboration.

Who are these workshops aimed at?

Anyone working with colleagues across system boundaries. These workshops are ideal for any multi-disciplinary team or co-located team.

  • Min: 12 participants
  • Max: 24 participants

Why take part in this work?

  • This package of work offers employers the chance to consider the future of the workforce and system response with partners in social care and other partners within local ‘systems’
  • Participants will have the opportunity to develop partnership and collaboration skills across the system, exploring the future of service provision

Role of system leadership: skills and competencies for the future

System leadership differs from personal leadership and organisational leadership and is influenced by shared purpose and ambition, using generative conversations to co-create the future.

Rooted in the scenario materials along with system leadership theories, ideas and mental models, HEE and The Staff College are offering to run a 3 day programme developing the skills and competences needed to lead the future. The programme will include an exploration cover managing conflict, political intelligence, the dynamics of change and re-framing strategies.

Who is the system leadership programme aimed at?

Anyone working with colleagues across system boundaries. These workshops are ideal for any multi-disciplinary team or co-located team.

Why take part in this work?

  • This programme offers a practical way for key staff to develop the leadership skills and competencies which will be required to lead in the future
  • Participants will have the opportunity to develop individual and group change experiments within their day-to-day roles
  • Participants will be offered the time and space to reflect on their own practice
